Blizzard changed that rule back in patch 3.0.8.  Now you just need to have at least one level 55 or higher character on your account.

You don't have to get a character up to 55 in one day.  You just need one character above that level on your entire account (doesn't have to be that realm).  You can have up to 50 characters on an account (if memory serves me correctly) spread across many realms.  Does that make sense?
